Alright so I think that there could be a reference to number stations in san andreas, if you go to Toreno's Ranch you can see a microphone with a computer. I think its possible that the microphone could be used to generate codes like the ones in the number stations!
Also, final note on this: There have been confirmed cases in which espionage was used via numbers stations. Back in 01 for example, a series of arrests were made and a raid discovered that numbers from the attencion station was being used along with one time cyphers to decode messages from cuba. So there have been confirmed cases of this actually happening.

i decoded the first series of numbers and got cigad.after limited research i found out cigad is the name of a hotel and resort.the second number code i was unable to decode.with that limited information, i can only hypothosise there was a covert meeting there by whatever agency or terrorist group was using this frequency wave. i will return after further research.
Got some info for the number stations, theres one called Cherry Ripe, Lincoln Poacher ( the one in the video) and a few others witch i can't remember. The Lincoln one was closed down in 2008, whereas the Cherry ripe was closed in 2006. Hope it helped. :D
