it's called prestik, it's a kind of gummy, white material that one kneeds so it becomes sticky and applied in a suitable amount, looks like chewing gum (but trust me, it doesn't taste as good)

you get a video editing software that has a Chroma Key effect. you record your video in front of the blue screen, at that stage there isn't anything being projected. Afterwards when editing you go to the Chroma Key effect and pick the background color, then you set the tolerance/fuzziness and you should get you in front of whatever background you choose. Important is not to wear blue etc. or that part of your body will disappear (i.e. Harry Potters invisibility cloak - its blue, not silver)
