I cannot remember who the man on the left (or Fudge's right) was, though he looks rather disheveled. The man on the right (or Fudge's left) though I easily recognized from the first three movies. Percy Weasley. In the book, he had a falling out with his father the rest of the family and chose loyalty to the Ministry. I think he ranked just under Umbridge. I have a feeling, though, that in the end blood runs thicker than Ministry ink. After all, he is still a Weasley.

Harry is similar to Voldemort in that he is a young orphan whose skilled in magic, and is a half-blood. In addition, Harry has felt general anger and resentment toward Dumbledore for ignoring him and not answering his questions, so his anger is another reason he's like Voldemort.
