Guitarists have guitar techs and they often run effects and pedals through the guitarists' rig so the guitarist doesn't have to tap dance on a pedal board if he's using more than one effect. Of course things like a wah needs the guitarists' input. Here Joe has a rotovibe running during the solo, but is also playing with a wah. Chances are the tech turned on the roto. Same with the vocals.
