Well flutes get drowned out in band too, but we do make some noise occasionally =] But about the piccolo...it's pretty hard to drown out a picc...and it gives an orchestra a really distinct sound.

lol usually you can hear the piccolo and 2 flutes pretty well if you listen. especially with the way the pieces are written you can hear them well.

That is relatively standard for an orchestra. maybe a few more, associate principal, etc.
