@SuttonSantiniPaulo Sometimes he works for the airport sometimes he works for joe or roy and sometimes both. I guess it is just according to what the writers need for that episode. does bring up an interesting question though. Who owns the airport?

@anthonyhsullivan5004 That is true.. I think in the past they mainly said he worked for the airpot. But maybe he works for the airport and gets a base salary for that, plus he has contracts with Joe & Roy? He mainly seems to work on their planes.
