    Sentience and consciousness aren't the same matter. To be conscious is to be aware of your surroundings and be able to understand what they are.

    Sentience is the ability to understand your surroundings and make logic-based decisions from what you infer about your surroundings.

  • That is an uncommonly limited definition of consciousness. Surely if those are the criteria by which he measures it then he realized many physical systems should, rather than could, bear the title of sentience. From weather predicting super computers to the weather itself, life presents a vast plethora of devices which effectively determine some future behavior based on their previous states and external inputs.

  • Things that make predictions based off of previous events are typically employing heuristics. While even websites employ this to generate adds (typically doing a crappy job because people delete tracking cookies on a routine basis), I feel it's a minimum benchmark for sentience.
