It's mainly the fact that some of the things he does, make him as evil as some of the worst decepticons, his dealings with Wasp being a good example.
well he wasn't really being evil with Wasp, he didn't like him or anything, but he was just doing what he thought was right when he turned him in. It's like Bulkhead said, Wasp may not have been a traitor but he was never a good bot.
You know, those rocket thrusters are useful for pulling out the side panels for the transformation.
