Nevermind...I thought something big was going to happen after you get the Global Impact Achievment. But anyways I just tried out " Keys to the city" and it's awesome... you should try it if you haven't already!
door dident open becase you hadent opened up the volk gang yet once you "discover" this gang, the door at the agency tower will open...just discovered this myself becasue i rarley drove around until i did the resurect gangs after beating the game
I'd have to check for you, I thought I was using the Harrington but now that I saw the screen it looks like a sub smg that I think I got from the Volk gang

Why didn't you just start @ the Agency Tower, leave through the Volk Door and just go up the dirt road... Woulda taken 30 seconds not 3 minutes >_>
