funny how they talk about 27 levees that mite fail in 2008 but in 2011 we hear nothing of the same 27. they sure didnt fortify them all in 3 years.

The whole concept of levees is just WRONG! They should NEVER fail even when the water level exceeds their height. Strategic spillways and regular intervals should be incorporated to DEFEND THE LEVEE.  Allow the crest water to go over but keep the BULK of the water heading downstream. It would make the difference between getting some minor property damage versus catastrophe and death.
