Can water substitute for wicth hazel ?

I am really want to make this toner. ( I used aspirin mask and it worked ).

But I can not find where to buy WITCH HAZEL in my city ( I live in Vietnam, witch hazel isn't popular here, we can not find it in supermarkets or drugstores, even many people don't know what it is).

so can I substitute water for wicth hazel ? - how many tables and how much water should I use ?

Do you use this toner every time you apply makeup? Or everyday... Even if your are not going to do your make up? Sorry if the answer is obvious I just want to get the right info! Love all your videos by the way! Blessings!

@SnyTlmnts I do use it every day before applying makeup, although I have to admit I have been slacking on my skin care because of the kids and I being sick.
