I used Catalyst 11.5 while filming this video. I believe the problem has to be a corrupt game or Windows installation. It ran completely fine on Mainstream settings on my HD4650 :)

Hold on. You aren't having Windows 7? I strongly recommend that you do migrate, then. Windows XP is getting obsolete, and nowhere is it more witnessed than in the field of gaming. Aside from being incapable of supporting DirectX versions above 9, it often performs slower on games compared to Windows Vista and 7. That just might be the reason for the poor performance you are encountering. Your PC is fine for Windows 7.

You are having a Pentium Dual-Core, is it? Proc' plays a great role in the performance of a game like Crysis (or 2, for that matter). Your PSU? It can't cause performance lags, I believe. It has more to do with the processor.
No, I can't. It hardly maintains a perfectly smooth gameplay experience on the higher resolutions, even with all the options turned to 'Medium'. Crysis 2 might not be as notorious for making a joke out of gaming PCs as was its predecessor, but it remains one of the most demanding video-games, nonetheless.

i hav 4650 DDR3 1gb, RAM 3gb DDR2, Dual Core 2.5GHz, Driver version 11.10.
why on all setting (Gamer, Advanced, Hardcore) still very lag ???? 7-15 fps .
