Why are there places in WoW like this but you cant go in whats the point of having it?

It's usually either something they started making and stopped partway through, something they made for fun to see if people would find it, something they made to play around in with thier own special privelages (like mod island) or something that was started and will be finished/used in the future (like shatterspear village)

Another prime example of this is the blocked off instance in Stormwind which should actually be the loading zone to guild housing. (the idea was scrapped)

There is also a blocked off instance that was supposed to be a harder version of stockade but the level was abandoned.
