Puffing up isn't actually harmful to them, it's just that people try to stress them out in order to see them puff up, so people just tell them it hurts them so they don't do something dumb like tap the glass or try to startle the fish.

The will at times do this on their own, but it should never be provoked into "puffing up", respect your marine life and it will save you lots of money and trouble.
1. The video doesn't show anyone 'scare' the puffer into doing it. It looks as if someone has happened to catch the puffer inflated and just catch the end of it on film.
2. To say that it is cruel when a PUFFER fish inflates is abit ironic seeing that it is a natural thing this family of fish do. Inflating is a sign that the puffer is scared/distressed. However this does not mean that whenever the fish inflates it is scared/distressed. They can inflate randomly/for lots of different reasons

Pufferfish puff up their bodies as their LAST MODE OF DEFENSE. If your pufferfish puffs up it means that it is scared to death. Oftentimes in the home aquarium, after puffing, the fish dies from stress. This is abuse.
Yes and No... My puffer rarely puffs up and when it does there is no reason for it. I NEVER scare him (and I don´t allow anyone to do it), but he puffs up every few months to test the "puffing mechanism".

1. The video doesn't show anyone 'scare' the puffer into doing it. It looks as if someone has happened to catch the puffer inflated and just catch the end of it on film.
