Dagon is the evil outsider deity-figure in this game. He is a sea creature, and he and Mother Hydra are responsible for the Innsmouth people looking strange. I know, the game's called "Call of Cthulhu" and doesn't have a thing to do with Cthulhu. It's strange.

I believe the problem is they wanted this game to turn into a trilogy, and figured they'd just get to Cthulhu sometime later.

There's no actual Cthulhu, apart from carvings, in the game (there's a cthuloid later in the game but not the big kahoona himself). It's called "Call of Cthulhu" simply because it's based on the Call of Cthulhu role playing game by Chaosium. They say so on the credits page of the manual. There's even the Chaosium logo on the back cover of the manual. It's no more complicated than that.
