While I'm not a supporter of Palin, I wouldn't necessarily say she didn't know what she was talking about but trying to avoid directly answering the question. Pre-emptive cross-border strikes are very controversial and push the boundaries of our own national laws that govern war and those of international law. She probably feared backlash. With regards to her not knowing the Bush Doctrine, that was very vague and there is more than one interpretation of what the Doctrine means.

I tend to think of it like this. Once asked the question she instantly knew there were a few ways her answer could be used against her since it was an ambiguous question. Her answer in any one way could could simply be used to make her look stupid since there's more than answer. She knew she was in a hostile interview, where they were looking for a "Gotchya!" moment. Charlie Gibson only quotes the 2002 version which has been superseded. There have been four distinct statements that qualify as the Bush Doctrine. Charlie should have done his homework before asking that question.
