@andreysnipes luckily i bought the DLC and found out. When you play the game, you know how it loads your last save? Well the first time you play gta 4 after installing TBoGT it says do you want to start TBoGT? Click yes to play it and no to play regular gta 4. After you save it you can load it from the regular load/save menu. And it does have free roam (what would gta be without it?)

I think in most missions where it is used, it has no roof, but the one that spawns outside of Yusuf's apartment has a roof.
