Probably a siphonophore, or a salp colony. Salps are tunicates, but that can swim instead of live a life on the ocean floor or on rocks, like their sea squirt/ benthic tunicate cousins. A siphonophore is in the same phylum as jellyfish. An example of a well-known siphonophore is the Portuguese Man-O'-War. The Man-O'-War isn't a jellyfish at all, and may be related to the critter you were refferring to, if it was a siphonophore. They're really amazing animals. (well, all animals are amazing!)
