It's true that there is an advantage to SOME by keeping secrecy around which banks get bail-outs - those who are buying shares!
Prices are low because nobody knows (except Kaskari et al) where the bail-out is going. So, they keep it secret to prevent the market from bringing the price up to where it should be: valued based on fact instead of inaccurate information.
