so they gave him a tool to do so in the last moment
it's called Deus ex machina, or in other words the writers had no ending, but didn't want the prime minister to win, so they invented this stupid plot twist in the last moment to just end it...
"It's actually a very good idea, it just mustn't happen". That doesn't make a whole lot of sense. That would mean they intentionally want the country to run into a political train wreck. Seriously, the twists this shows goes into... the lines are amazing. XD
@1aundulxaldin Well of course they want a political train wreck. When the politicians fail, what happens? They get voted out of office and replaced by some other politicians chosen by the people to supposedly clear up the mess. But who really clears up the mess? The civil service! The bigger the mess, the bigger the departments created by the politicians to handle a particular area must be to handle it. The country may go to hell, but civil service always wins out in the end.
@1aundulxaldin US is absolutely no better. Sadly. I've been told that in Germany, they have the habit of creating unimaginable redtape and useless paperwork.
@Dristarg Haha, the only reason Humphrey's solutions come up out of the blue like that is to protect the writers from having to imagine a Britain where education isn't a total mess! It would have been impossible for them to write the next episode if the PM had got his way. (Leaving aside for a moment that education in the UK is still a total mess.)

and still, none of the fantasticly simple, brilliant and productive ideas that have come from this program have influenced any change to date...
education is still a mess, trident is still here and the prime minister as far as we can tell is STILL powerless.

My only criticism of this series is that solutions do sometimes tend to come out of the blue; a 'deus ex machina', almost.
