Dawson and Joey sucked together the entire series they were always tense and awkward around each other and they alway fought there was nothing remotely romantic about them yet even after PJ broke up they still managed to became friends DJ never were able to do that so Pacey and Joey ending up together made perfect sense and if you want to get techical Pacey liked Joey first and Dawson knew that so what kinda friend does that make him? just saying

In season 3, dawson turned joey down when she tried to fix things with them. Then he started going out with eve, though that didn't last too long. Near the end of the season, Joey and Pacey- who had become close friends- fell in love and began dating.
