My son's first real word was' peep peep' as in an engine sound. I am thinking if Joey can say eat, and know what eat means even if he doesn't eat (but drinks milk instead) but to me it means he could learn to use language meaningfully.

You should let Joey listen to Dolphin language (has clicks in it). Also let him watch the youtube video -- "Click Language" and the San Bushmen People --. His clicks likely are stims he uses to regulate his internal thoughts (externally it sounds odd to us, but internal austic thinking requires an appropriate response and that is what Joey appears to be doing).
