There is only an initiative for one to engage in UPB (non-coercive actions) if there is no power hierarchies in the first place. If there's an apparatus that allows you to coerce others free of repercussions, then it COULD be in your self-interest(if you desire to survive/thrive) to use this apparatus to (IE: prevent competition via barriers to entry).
