Hamas' treaty does not mean anything. Care to take a guess why is that? Because their signature along with all other Arab countries or organisations is on the Arab peace plan. It pledges to recognize Israel if it withdraws from the land it took by violent aggression in 1967 and allows the establishment of a sovereign Palestinians state. So if it's signature is on a 7 year old plan, then by definition it's 22 year old treaty would not matter.
