A good psychic is Kadabra or Mr Mime,but Starmie is easiest caught in the water toward the bottom of pallet town with the super rod,but it's easier to find a Staryu and use the water stone from the celadon mall

I think I really got luck with these pokemon. I caught a Dragonair in the Safari Zone, female too, the Lapras you get is usually male, mine is female, my Charizard (starter) was actually shiny and a female which is like really rare!) and the Eevee is fem too.
