OK, I can see from your other uploads that this is a compilation album and not meant to be Billy on the cover. But, oy, this must've been at a low point in their lives (I know the early 2000s were a tough time for Liza). I apologize to anyone I may offend, but this really is not my cup of tea, and is especially not what I look for from Liza & Billy together.
First of all, his name is spelled S-T-R-I-T-C-H. Has a second T in it. Second: what is the title of the album and who is on the cover? I've seen Billy up close and personal (handshake) and that looks like no photo I've ever seen of him. And while I recognize Liza's sibilant sss's, I'm not even convinced it's Billy singing. Either way, this has got to be the most vanilla and uninspired rendering either one of them has ever recorded.
What a horrible and amateur-sounding song. It sounds like a musical number written by a high-schooler. Why would an artist of such stature as Miss Minnelli agree to record such a horrible piece of music? Very dissappointing!

The release date of the album was April 2000, so it must have been in that time period.
