There are other reasons as well, but none that I would attribute to smarts. For one, the US educational system from k-12 is a joke. A vast majority of American's are ignorant. @Firebushld Congress never signed a declaration of war against Iraq. Google "Declaration of War By the United States" and read the Wikipedia entry. The last declared war was World War II. Military engagements since then were merely authorizations of force, not all out war.
And 9/11 happened because it would further goals already in place. At best, it was allowed to happen to justify military action abroad, cracking down on liberties at home, and to line the pockets of the defense industry.
