When he said modular he was speaking specifically on the Nehalem architecture, which consists of 'modules' including the core, L3 cache, memory controller, quickpath interconnects and integrated graphics, all interchangeable without changing the basic design.
When they mention the scaling they mean that the Intel Atom-based devices in your pocket and the Intel Itanium supercomputer can and will run the same software.

Moorestown is coming in 2009 or 2010. It will be for mobile devices and includes the processor along with other parts.
