It means any improvement that normally costs one gold per turn doesn't cost anything at all... basically you can build temples and libraries without increasing your expenditures.
It is never too late, my friend! You can get a copy of Civ II: Gold for a song and it will provide you with years of enjoyment. I still play my copy and it's almost a decade old!
Better yet you can buy Civilization Chronicles for 30-50€ at numerous locations and get 10 games (4 Civs, 5 add-ons, 1 card game + extras) for the price of one!
