Nope. When sports are at that level, winning is EVERYTHING. When the majority of the athletes are doping, it's foolish not to. The tests don't mean much, drug designers are usually 1 step above the testers. They can't test for a drug if they aren't even aware it exist yet.
They are all still amazing athletes however, who'd still be really strong without the steroids. It's just that steroids, in addition to years of hard, dedicated training, takes them to that next level.
I felt really sad for Lee Bae Young :( he had a gr8 chance for medal
