They don't allow just about anyone else to carry guns because they're afraid of getting lynched by the media for having "untrained cowboys" opening fire on a gunman and accidentally hitting one of their human shields. And I don't have a problem with lots of weapons or little oversight. Scahill describes them as blood thirsty, trigger happy, assassins which they aren't.
