The roundabouts in question are so expensive because they are each bigger than our courthouse by a sizable margin.

The reason the pedestrian crossed so "easily" is that he walked straight into traffic even though traffic refused to yield to him, as though suicidal. A more polite pedestiran would have more difficulty.

Round Abouts are amazing for society. I think you should focus your energy on asking why a round about cost the Working Tax Payers almost 5 MMMMM Million US Dollars. That is just stupid crazy. Someone must be getting a huge kick back for that job.

It looked like your pedestrians easily crossed the street within 30 seconds. That is a lot faster than a lot of large intersection lighted cross ways take.
