He eventually realized that Luffy's powers gives him near-immunity to physical attacks, so even if it looked as if he was winning at first (he was dodging all of Luffy's attacks) he knew he wasn't really dealing any damage to Luffy.

Bullshit. Luffy only had trouble with him cause he wasn't used to Gear 2nd. But in the manga, he's been using so much, its like his 2nd nature now. And on a direct, EQUALLY-TIRING battle between Lucci and Gear 2nd Luffy, the leopardman gets completely trashed.

In the Final Fight lucci has nearly won for the 2nd time. Wouldn't give Ussop him the morale he need for to stay and continuing to fight, would Lucci win. So Lucci and Luffy are almost equally strong.
