He gave an interview in Melody Maker in Sept. 1986 where he said there was a "black pop conspiracy" to keep what he called vapid and socially destructive "black music" on the airwaves over more wholesome "white indie groups". Panic just came out around the same time and touched on the same theme so people read the race issue into the song.
