The letters sent to Gov. Brewer were definitely childish and not what one would expect to see from an administration of "Hope" and "Change," but they were not threatening to take back or withhold stimulus money. As Kyl points out, that can't happen. The letters were just pointing out what AZ would lose if Kyl gets his way and spending is cut off. Still, there had to be a better way for the administration to make its point.
