This is hostage crisis gone bad. The borther of hostage taker, Gregorio Mendoza is part of the blame. He was allowed to participate in this hostage drama hoping that he could help resolve the mess what his brother have done. Then he agitated his brother upon reading the letter from Ombudsman that didn't meet their demands. He even carry a small firearm while negotiating with his brother.
