In spite of this though, I believe developers should work by a carrot and stick policy - the carrot will be the ability to develop a new town and the stick should be the responsibility the developers should have to renovate existing housing stock and make it more eco friendly - I say for every eco town that is built its equivalent in renewed housing stock should be built
