Madsen hated filming this scene cos he apparently hates violence in real life. When the cop says "i gotta little kid at home", that line was not in the script, the actor just came out with it. Madsen had just become a father again at the time and he said later that the line really freaked him, but he carried on. Apparently, they had to cut out Tarantinos voice in the background saying "Oh no, no no" when the line was said.

Seems to me that this is a reference to a very similar scene of "Black Caesar". Except that, in that movie, Fred Williamson/Tommy cuts the guy's ear after killing him. It makes sense since Tarantino is a huge blaxploitation fan.
