I think folk art really originates from everyday men and women who are unschooled artists. Their art always reflects their country or their region where they live which unintentionally reflects their culture. It’s often festive decoration or in some way reflective of their beliefs, common objects not meant for sale.
I care on this video more than some of the more chit-chat type. Because for me, you answered quite adequately those very questions I've been needing the answered about the things I make/do.
Perhaps what you are defining is more "outsider art'. I suppose by your terms, the seal skin slippers my grandmother made would be considered folk art.

Have you done Folk art as a change of pace or made something that became what some would classify as folk art not knowing is had a function or popular message at one time, and because of its displacement from where it was, and then becomes that? I always thought that Folk Art was a type of art that was local and popular to a place. Will have to Wiki it.
My mom makes quilts. I'd consider that folk art.

You're correct, the true term of Folk Art has been muddied. There needs to be new tems and sub-categories.
