The problem is we don't actually know the timing of the movie. Krillin makes a comment at the beginning of the movie that implies Piccolo has already fused with Kami. This would mean that the movie took place after the androids beat Vegeta already. That could mean that this battle took place after both Goku and Vegeta trained in the time chamber, making Cooler stronger than 18. All in all, it'd just be a lot easier if movies made sense timing wise...

Goku was stronger than Vegeta, but not by much. Considering how 18 beat Vegeta with little to no effort, adding Goku wouldn't change the result all that much. Note both fights were before Goku & Vegeta trained in the hyperbolic time chamber. After that they could kill 18 & Meta Cooler 1 on 1 with the greatest of ease.

Also, having limitless energy means that your battle power won't decrease because of fatigue, it means nothing to have that if your opponent is strong enough to kill you in one attack, like how Trunks destroyed 17 and 18 in his time with massive energy attacks.
