@rikko338 Ash's Squirtle had Hydro Pump. His Bulbasaur has Solar Beam. Etc, etc, so on and so forth. Most Pokemon can learn most of the abilities of their evolved forms (except in such cases where evolution significantly alters the Pokemon's body type, ie, suddenly gains flying attributes or something). And while the show often doesn't follow game mechanics, unevolved Pokemon actually learn abilities SOONER, at the cost of stats. It's perfectly possible for Totodile to learn it, just unusual.
