Ok i agree that headshot should do more damage but this game is far from a fail, once you get good fully repaired weapons and your a decent level you can take out all of megaton easily.

Having, say, five headshots to kill someone (and 1 at the highest levels) would already be a great improvement
Luckily, Bethesda has made their games very modable, so one can change this.
Play on easy if you want them to go down in one shot, use a decent gun and have a decent gun skill and I'm guaranteeing you'll see exploding heads left and right. I'm assuming this is on very hard, you are obviously low level and have a low gun skill, plus your gun is in awful condition, you are essentially shooting him with a BB gun quality weapon at this point which seems like a pretty accurate representation of how many shots it might take.
MAYBE, just MAYBE you are at a VERY LOW level and you have the most weak weapon in the game OR due to some bug the guy's health went to 1 000 000 000 or something

Fallout 3 is more RPG than FPS. But it is both. This is a low level character fighting a higher level NPC, with a crappy gun that's very damaged. I agree that it's not a perfect RPG/FPS combo, but there never will be. Because a bullet to the head in real life will kill you, but that would make an RPG boring.
Ah, but you forget: you use a 10 mm, aka, one of the weakest weapons ingame. Add to that the fact that it is so unrepaired that you actually get a message about it, which leads to bad accuracy and low damage, and yes, you need 30 headshots.
Fallout 3 fails as an FPS because it's not an fps - it's an RPG in which the most common weapon is a gun. This is like saying Tetris fails as a shoot-em-up game XD
In some RPGs it would be impossible to even kill someone who is much higher lvl than you. For example, in WoW a mob that is 30 lvls higher than you would be impossible to kill. Have you ever played an RPG? Thats how it works

This was probably the first caravan you met outside megaton and at those levels you will have a hard time killing that guard. Try it out at level 15 instead

Your weapon was in horrible condition, your small guns skill was probably low, and those pistols are relatively weak. I HAS TEH LOGIC! i used the same gun, with my skill up to 75, and killed him in 2 shots! get ur skill up.

@B1SCOOP Fallout 3 has not any aimbot. VATS system is there since the 1st part. In other words that are targeted shots that have more chance of hitting(and crit.) but you can just use it until you spend action points.That is like just 2 shots with a sniper untill you deplet ap.

Post apocalyptic reality, where people struggle in everyday life where the food and pure water are scarce, where riders, slavers, mutants and radiation are killing people constantly, then some "peter-pan-like" children came up with idea, to expel from town every grown up.

The Orbital Cannon was charging and not 100% but in the game you fire it anyway because you hope its enough I guess you could say there perfectionists and didn't want any possible survivers. and Robert House built his robots to last without constant mantience. And alot of the edible food has been taken and eaten thats why its so uncommon in fallout 3 to find it.

In the classic fallouts, you had prostitutes, severe drug addicts, a decently realistic storyline, not a shitty combat system like this, and you could even kill kids. Fallout 3 is just a game that has stolen a few elements from the classics, dumbed them down, and added an illogical, moronic storyline.
Also, Fallout New Vegas is better than Fallout 3, it has a way more logical storyline, as well as no magic clothes that give you random bonuses like a fucking fantasy MMO.

I don't have anything bad to say for 1 and 2 but combat syst in f3 isn't shitty,it is pretty good and who would like to kill kids anyways(a sick person?).Storyline isn't moroinc,it is even better than new vegas . Lone wanderer from vault 101 that helps to activate the purifier that will clean the irradiated water and fight against east coast enclave(in very.VERY short lines).

Fallout 3 is more RPG than FPS. But it is both. This is a low level character fighting a higher level NPC, with a crappy gun that's very damaged. I agree that it's not a perfect RPG/FPS combo, but there never will be. Because a bullet to the head in real life will kill you, but that would make an RPG boring.

Ah, but you forget: you use a 10 mm, aka, one of the weakest weapons ingame. Add to that the fact that it is so unrepaired that you actually get a message about it, which leads to bad accuracy and low damage, and yes, you need 30 headshots.

In some RPGs it would be impossible to even kill someone who is much higher lvl than you. For example, in WoW a mob that is 30 lvls higher than you would be impossible to kill. Have you ever played an RPG? Thats how it works

@EagleRafter That's true, but your argument extends to almost all other RPGs -- getting stabbed with a sword should certainly be expected to cause some serious damage (regardless of your experience), but in a typical RPG, it can take up to 30 slashes or more to kill certain enemies.
I don't think games really have to strive to be realistic in the first place, though -- even in FPS games, people have a lot more health than they would in the real world, where 1 - 3 shots would kill anyone.

@RozenFaith Yea that makes so much sense, hell, if you would go to a shooting range, you wouldn't have to guide and watch the new shooters, because they wouldn't do any damage at all anyways, expert shooters have some magical powers that make bullets do way more damage.
Also, if a gun is poor quality, the loss in damage just makes no sense...
If a gun in real life is poor (which takes a lot of shots to achieve, unlike as in Fo3) it wont matter much to the damage.

I was saying that if one single bullet to the head would kill anything in the game, the game would be boring. VATS to the head, sniper to the head, or even 9mm to the head that would one shot Caesar ? Legate Lanius ? I dont think so. Caesar doesnt even wear head protection. I can understand one hit kill for a bullet in CoD tho.
