If you're still stuck a little cheat is to fix a small blob of modelling putty to both parts. Only a tiny bit though as it will spread out when pushed together. Add a droplet of superglue to each blob. If that fails you could always try pinning it together.

My friend who owns all the terrain we use built one of these. The only thing I would say that you can improve on it is to mount a left over tank hatch on top. This way you can have a unit inside and also hide another behind it without worrying about losing that inside unit in case the bunker blows up. Also, putting sand bags on top increases the playablilty of it.
