Actually they did deploy it and it worked fine. They withdrew it (and Sprint) for various reasons but "didn't work" wasn't one of them.

The reason they got rid of the motors is because the propellant had slumped over the years they'd been sitting in storage.

Too bad they didn't use these as strap on boosters for space rockets instead of just trashing them.
