That is a driveway that leads up to a house which burned down a long time ago. That same house is the house which had an empty pool and has been in DOZENS of old skate videos. Supposedly there were murders up there so the pool got filled up with sand. As of recently that whole property is fenced off with barb wire and 2 guard dogs.
