Japanese are possibly the most particular about comedy just look at their TV shows and their video site called "Nico Nico Douga" where you can find tons of very funny videos from Japanese. Their humor is definitely developed and different compared to other countries people.

And that isn't just in OSAKA. But it's overall Japanese culture, most major TV comedy/variety program's channel in Japan are Tokyo's and most of their comedians/tarentos are from Kanto region which includes Tokyo. Their humor is awesome!
