A quick search on google brings up 12,000 usages of dottering, a large majority being semantically similar to the usage used in the video. To do it you have WRITE a f*cking law. No, it is not "rocket science" but writing laws is way more effort than approving the money for garbage collection in Alaska with the help of advisers. You need an education in law. Obamas has it, Biden has it, btw. Hillary has it too, but Palin does not. Obama has sponsored 136 bills.
