In order to get the Bluntly Shcoked Mod you have to beat the game. If you start a new game skip to chapter 5 and you can get the Bluntly Shocked Mod after the cutscene

@FatGamer11 Both are located in houses. If the house isn't available to open for the Pick and Ohm, you might have to restart the game and get it while doing the In Cold Blood mission (a mission given to you by a guy in the church)
