Something of note that you can't really see very well in the video is that this gentleman had a handgun holster on his belt, which either meant he was one of the plainclothes police officers who were assigned to the event and took off his badge and gun, or that he was an average citizen who came to the town hall and wasn't allowed to enter armed.
