I believe the artist does say it is gouache. It isn't acrylic. Although he wants to show a bad weather, the painting looked better without the so much details of the waves and the splash of water should have been emphasized better. Because the current of the waves are so strong but it didn't show enough splashing of water on the rocks.

The reflection of light is absolutely gorgeous, I used to fail every time I tried to show light on water, and failed everytime I used watercolours in general, but this is amazing and you have tought me well.
I first couldnt tell what u were painting but i love the reflection in the water, but i think some of its beauty's away by adding those dark blue lines near the end. you're very talented though! great job!
I agree about the white paint splatterings against the rocks- it shows that the water is turbulent, and yet there are calm relections on the water in front. Water agitation should have been on the foreground scape as well.
